What is IR5? Instructions for sponsoring parents to come to the US and how to track documents from USCIS to interview
IR5 is an immigrant visa for the father or mother of a US citizen.
To sponsor a parent under this category, the sponsor must be a US citizen and 21 years of age or older.
USCIS identifies parents of eligible U.S. citizens as belonging to the Immediate Relative group. This group is not subject to a limit on the number of annual immigrant visas.
This is what makes IR5 significantly different from F4.
HOW IS IR5 DIFFERENT FROM F4?
IR5:
US citizen sponsoring a parent.
The sponsor must be 21 years or older.
Belongs to the Immediate Relative group.
No need to wait for Visa Bulletin to get a visa number.
F4:
US citizen sponsoring a sibling.
The sponsor must be 21 years or older.
Belongs to Family Preference.
The number of visas is limited every year.
Must follow Priority Date and Visa Bulletin.
So, if one is mistaking the parent profile for the F4 profile then this is the first point to check.
DOES IR5 HAVE TO WAIT FOR A BULLETIN VISA?
Usually, no.
IR5 belongs to the Immediate Relative group of US citizens.
The Department of State determines Immediate Relative categories based on close family ties to U.S. citizens and does not limit the number of visas per year.
Therefore, IR5 does not operate like F4, F3, F2B or other Family Preference profiles.
However, "don't wait for Visa Bulletin" does not mean that the application will be issued a visa immediately.
The application still must complete the processing steps.
USCIS must process the petition.
NVC must create a profile.
The submitter must complete the fee and documentation requirements.
DS-260 must be completed.
Civil Documents and Financial Documents must be submitted upon request.
The application will then proceed to the interview step when qualified and scheduled.
IR5 STARTS WITH FORM I-130
The sponsor begins the process with Form I-130, Petition for Alien Relative.
The purpose of the I-130 is to demonstrate a qualifying family relationship between the U.S. citizen and the sponsor.
For IR5, the relationship that needs to be proven is that of parent and child.
The sponsor must also meet nationality and age requirements.
The fact that the I-130 is approved by USCIS does not mean that the parent has a green card.
This is just another milestone in the process.
After the petition is approved, if the application is processed under a visa to settle abroad, USCIS will transfer the application to the Department of State to continue the NVC process.
WHAT HAPPENS AFTER USCIS APPROVED?
After USCIS approves the I-130, the file will be transferred to NVC.
NVC creates visa documents and enters information from the petition into the system.
After creating a case, NVC sends processing instructions along with Case Number and Invoice ID information.
This is the time when users need to switch tracking methods.
Previously:
USCIS is the main system.
Then:
NVC and CEAC become more important systems.
This is why USCIS tracking alone will not be enough for an IR5 case undergoing consular processing.
Does IR5 HAVE CASE NUMBER?
Have.
After NVC creates the profile, the submitter will receive Case Number and Invoice ID information.
This information is very important to continue processing the application on CEAC and contact NVC when necessary.
The guarantor should record:
USCIS Receipt Number
USCIS Approval Date
NVC Case Number
InvoiceID
CEAC Login Information
DS-260 Confirmation Number
Document Submission Information
Interview Information

This information should be managed in one file.
WHAT DOCUMENTS ARE NEEDED FOR IR5?
IR5 records usually involve two large groups of documents:
Civil Documents.
Financial Documents.
Civil Documents may include the sponsored person's civil documents as required by the NVC and consular authorities.
A special feature of IR5 is that documents proving the relationship with the sponsor are very important.
Department of State instructs that IR5 visa applicants must provide the sponsor's birth certificate, either original or certified copy.
In addition, depending on family circumstances, other documents may arise.
For example:
Birth certificate.
Marriage certificate.
Divorce papers.
Death certificate of the resident
